Add below Javascript to a Content Editor Web Part on your List page, (Below your List Web Part) it will hide the both menus.

The best way to debug the script is using IE Developer Tool, so you can execute the code to see if it works.

Ok, so I used this and it worked. I removed the CEWP later on and got the “Actions” again. But when I used the “Open in Windows Explorer” I do not see any of my exisiting documents. I know it is still there somewhere for when I add the List Library as a web part it does show the documents. I just can’t see it from the “Open in Windows Explorer” anymore.
